U.S. Senator Ted Budd (R-N.C.), who serves as Chairman of the Subcommittee on Science, Manufacturing, and Competitiveness, has announced a hearing to review the Trump administration’s strategy for artificial intelligence. The hearing, titled “AI’ve Got a Plan: America’s AI Action Plan,” is scheduled for Wednesday, September 10, 2025, at 10:00 am EST in the Russell Senate Office Building.
The session will focus on President Trump’s initiative known as Winning the Race: America’s AI Action Plan. The plan seeks to accelerate the development and deployment of American AI technologies to maintain U.S. competitiveness over China and strengthen global leadership in artificial intelligence. Legislative approaches under discussion include measures to prevent overregulation, improve development processes for AI infrastructure, and reinforce U.S. leadership internationally.
Senator Budd commented on the importance of advancing AI without imposing excessive regulation: “To win the AI race against China, we must unleash the full potential of American innovation. As the Chairman of the Subcommittee on Science, Manufacturing, and Competitiveness, prioritizing AI advancement without subjecting this technology to overregulation is critical to maintaining America’s competitive edge. I look forward to hearing from Director Kratsios as we examine how the White House’s AI Action Plan will allow Congress to collaborate with the administration on AI policy to accelerate innovation to create new jobs, improve our nation’s technological infrastructure, and ensure America leads the world into the next age of AI development.”
Senator Cruz also emphasized Congress’s role in supporting American leadership in this sector: “AI promises to be as transformative as the internet, unleashing a new global industrial revolution that could unlock opportunities for improving quality of life, creating jobs, and stimulating economic growth. The country that leads in AI will shape the 21st century global order. The President’s AI Action Plan is a bold step towards asserting American leadership in AI and thwarting efforts by China to attain global dominance. Congress must work alongside the President to adopt a legislative framework that promotes long-term AI growth and innovation. This hearing will provide the opportunity to discuss the ways this Committee can support the administration’s critical efforts to ensure America leads the way in the AI race.”
The witness for this hearing will be Michael Kratsios, Director of the White House Office of Science and Technology Policy.
The event will be livestreamed via both the Committee website and YouTube platforms.
